Well, while I wouldn't be surprised if this isn't a launch title, there are two things you have to remember about this.
1.) Percentages usually aren't linear. With games, the actual time spent creating content tends to be quite a bit shorter than the full development cycle of the game. However, completion percentages are usually heavily based on the content creation. A good example of this is Killzone 3 being in development for four years, but the vast majority of the game's content being made in 18 months. The rest of the time was spent on staffing, making technology, planning, and a few months of polishing after the content was finished. Since Super Street Fighter IV is a game that's already fully designed and balanced, once they get their technology ready to go, they can create the game very quickly.
2.) The 3DS development kits have only been out for a relatively short time, so it isn't like the game is only 10% done despite being in development for a year.

...in...quanto?
http://www.youtube.com/watch?v=p0NWFs2sDKk
al gioco completo (100% ) [18 Luglio 2008] {considera però 2 mesi di location test in sala giochi dove il gioco è praticamente finito e viene solo "levigato"}
http://www.youtube.com/watch?v=ftz4ZELzihQ
